Project Procurement

Can and should we develop a new system or buy an established solution? Which of the information system solutions available best meet our organization’s needs? Is the proposed architecture consistent with our system environment and objectives? How well does the functionality of the proposed solution match our current and future business processes and meet the needs of correctional staff? Our most recent  procurement projects include the following:

  • MTG assisted Washington State Department of Corrections with the development of a feasibility study, then with preparation of a requirements and procurement document for the new $30 million Offender-Based Tracking System (OBTS). We identified and defined detailed system requirements and developed a data model for OBTS as part of the procurement. These work products were incorporated into an RFP that was issued by the state using a two-phased procurement process.

  • MTG performed a technical assessment of Wisconsin Department of Corrections' business and technology needs, preparation of a strategic plan, definition of technical and functional requirements for the ICS, identification of project priorities, and development of the project implementation approach, with subsequent production of the department’s RFP. We lead the department through the procurement process with appropriate risk management considerations to ensure compliance with the client schedule and procurement laws. The expedited RFP development and procurement effort to select a vendor was completed on schedule in less than 3 months.

  • MTG validated and updated functional requirements for the state of Alaska's offender management and accounting systems. This project involved defining and acquiring replacement systems for outdated offender management and accounting systems. Our role included identifying business processes and information flows; documenting system functional, technical, and operational requirements; recommending whether the Alaska DOC should buy an established software solution or custom-develop the new system; writing an RFP; providing procurement assistance; and providing project management support during system implementation.

  • The California courts are seeking to effectively and economically acquire court case management applications to meet the needs of the 58 Superior Courts in the state. They embarked on an effort to develop and deploy the required application resources with assistance from the vendor community. MTG is providing structure to the product design, development, and deployment processes. In addition we are providing assistance with defining and prioritizing the functional and technical requirements for CCMS, and also provided procurement and contract management assistance.

  • MTG developed an RFP to acquire and implement an integrated public safety system for Lewis and Clark County and City of Helena, Helena, Montana. The client required systems to support integrated computer-aided dispatch, law enforcement records management, detention/jail management, and fire/emergency medical services records management. MTG provided a high-level market analysis to assess general funding and support requirements, coordinated demonstrations by selected public safety system vendors, facilitated functionally oriented focus groups to establish requirements, documented refined requirements for each system, developed the RFP and evaluation methodology, and assisted in the development of funding and support strategies and requirements. The resulting RFP included administrative, management, functional, and technical requirements for an integrated public safety system.

  • MTG assisted the Kansas Office of Judicial Administration in developing a strategic direction for the trial courts of Kansas. The engagement involved defining the functional and technical system requirements for a local court case management and accounting application that could be implemented by all 105 counties in Kansas. The methods used for defining and prioritizing the wide variety of requirements was a key factor in ensuring the adoption and success of this system developed.
