Facing federal mandates to change the state's system of
regulating firearm sales, a western state police agency initiated this
study of alternative methods to meet federal requirements. The
project provided the state with an analysis of its alternatives
in meeting these mandates. This analysis was summarized in a
report to be provided to the state legislature, which will be
used by the legislature to define the new firearm sale
regulation process for the state.
- This project involved
developing a clear understanding of current needs, new system
requirements, and a functional model designed to analyze how the new
system's technology and methods will function at a state
Department of Corrections (DOC). Our team took a forward look at the feasibility of developing and
implementing the proposed design for a new Offender-Based Tracking
System (OBTS). This project
created the blueprint for replacing OBTS, addressing the DOC's
technical, organizational, and funding issues for its enterprise
application.
- The purpose of this project was to develop
a feasibility study and marketing plan for the acquisition of an
AFIS for a Midwestern state. The effort considered the needs
of state and local law enforcement agencies. The result of the study included recommendations and
plans for the configuration, implementation, and funding of this
equipment. The funding plan from this study was used by the
legislature and governor in developing that year's budget.

- MTG identified and documented the
separate components of a state's traffic records repository to
unify information about traffic records data from various state
and local agencies. The analysis, which we conducted for the
state Highway Safety Planning Commission, crossed functional
lines to involve criminal justice, transportation, and human
resource agencies. Our analysis provided the basis for
developing an overall strategic plan for improving the
state's traffic safety records system.
- MTG assisted a state Alcohol and Drug Abuse
Division in creating a feasibility study related to acquiring an
information system to support its transition to a managed care
service delivery model. The feasibility study involved: defining
system goals and requirements; documenting current business
processes and the technical infrastructure; identifying and
evaluating implementation alternatives; creating a conceptual
system model; and developing an implementation strategy and
budget. We also provided quality assurance services to the
division during the subsequent implementation phases.
- MTG completed a feasibility study
for the Infant and Toddler Early Prevention Program (ITEIP) within the Division of Developmental
Disabilities for a state Department of
Social and Health Services. The goals of this
project were to assess the possibility of implementing an
information system for ITEIP that enhanced data sharing,
communications, and coordination; improved case
management; and enhanced the cost-effectiveness of service
delivery. The engagement resulted in a detailed RFP
and subsequently a qualified vendor was selected to
develop the system. MTG provided ongoing
architecture and quality assurance services during
development and implementation of the system.
