  provides strategic and tactical information systems planning services that focus on assisting program and technology executives, managers, and professionals in formulating strategies and developing action plans for implementing information technology and associated support processes to meet business needs. In our planning engagements, we facilitate the planning process, assist in or produce strategic and tactical products, and work to ensure client ownership in the planning results and support for plan implementation. Using our structured planning methodology, our experience includes both organization-specific and enterprise plans for the state and local agencies. Our typical strategic planning process includes:

Our most recent strategic and tactical systems planning projects include the following:

 
 
  • A state engaged MTG to develop a strategic plan and a 5-year tactical plan to improve the Juvenile Justice Information System. We evaluated the state's juvenile justice information technology organization and assets; identified the information technology needs of the juvenile justice community and developed a future vision to meet those needs; and worked with a multijurisdictional task force to develop strategic and tactical plans.  

  • MTG assisted a state steering committee in developing a long-term plan for implementing a standard court case management system statewide.  MTG constructed a detailed cost model for the acquisition and support of a robust information system environment that included videoconferencing and improved office automation support. 

  • MTG structured and led a multijurisdictional effort to develop a strategic and funding plan for addressing the CJIS needs of the state. This plan has been used to gain executive and legislative support for the state's CJIS improvement efforts. 

  • MTG assessed the current information technology environment and support services for a large state law enforcement client, then developed a long-term plan for implementing specific improvements and changes. The plan outlined the strategies and projects necessary to migrate the agency from a legacy mainframe environment toward an Internet-based architecture.  

  • MTG assisted a state's Governor's Standing Committee on Criminal Justice Information Systems in promoting the reduction of criminal justice costs and increased public safety through the effective and efficient sharing of information and information technology resources.  This engagement provided a clear vision for the scope, costs, and level of effort and commitment required by stakeholder agencies to achieve their goals. In addition, the plan provided a realistic road map that served as the foundation for building a future business process and technical architecture.  

  • A state engaged MTG to aid in planning for replacement of its criminal history, Hot File, and law enforcement records management application. Our role included documenting system needs to inform vendors of issues to be addressed in the migration plan; preparing an RFI to obtain information on currently available technologies; developing recommendations and design alternatives based on the RFI responses; evaluating and documenting the client's vision for the system; identifying risks; and creating a migration plan. The state is currently using this material in its procurement efforts. 

  • In this engagement MTG prepared a strategic information systems plan for all criminal justice partners within a large Midwestern county. This involved the development of a coordinated, long-term technology plan representing the application, data, infrastructure, network, security, and integration needs for law enforcement, prosecution, public defense, courts, offender supervision, communications/ dispatch, and secure facility management functions. In addition, we evaluated data and process model drafts that the state had developed to facilitate information sharing. 
 
  • MTG assisted a state Alcohol and Drug Abuse organization in creating a feasibility study related to acquiring an information system to support its transition to a managed care service delivery model. The feasibility study involved defining system goals and requirements, documenting current business processes and the technical infrastructure, identifying and evaluating implementation alternatives, creating a conceptual system model, and developing an implementation strategy and budget. 

  • MTG assisted an agency in creating a feasibility study for acquiring a new information system. The proposed system would support the application of managed care principles in delivering services to developmentally disabled persons in Colorado.  This project enabled the agency to fully understand the alternatives for implementing associationwide information systems and to develop plans and strategies to meet its members’ needs. 

  • MTG completed a feasibility study for the Infant and Toddler Early Intervention Program (ITEIP) for a large state social services client.  The goals of this project were to assess the possibility of implementing an information system for ITEIP that enhances data sharing, communications, and coordination; improves case management; and enhances the cost-effectiveness of service delivery.  The engagement resulted in a detailed RFP, and subsequently a qualified vendor was selected to develop the system.  MTG provided ongoing architecture and quality assurance services during development and implementation of the system. 

  • MTG assisted a large western state employment agency with an assessment of its One-Stop Operating System.  We helped to select and develop an implementation plan for acquiring and tailoring an application that will support Washington’s employment and training business operations and meet federal Workforce Investment Act reporting requirements.  This assignment enabled the Employment Security Department to modify its strategy to transfer the One-Stop Operating System being developed by the Utah Department of Workforce Services and Oracle Corporation.  MTG created an implementation strategy for installing and tailoring the application to meet WorkSource employment and training needs and replacing its existing case management and labor exchange system. 

  • MTG assisted a state legislature in developing a strategic technology plan.  The project objective was to define a desired future technology vision based on business goals and drivers and to create a plan to migrate the Legislature to that future vision in an orderly and phased manner.  Project activities included documenting the current technology environment and major issues and concerns; defining the mission and vision of the legislature’s permanent support staff; defining technology goals, objectives, and guiding principles; creating a future technology architecture; developing a phased transition plan to migrate toward the future environment; and estimating the cost of completing each project and developing an incremental information technology budget.  At the end of this project, the client had a clear vision of how technology would support key business functions in the future.
