- During this extensive engagement with a Midwestern state, MTG
assisted with the identification of system requirements,
development of purchasing documents, the evaluation of vendor
proposals, and the negotiation of contracts. Systems
included the new AFIS, criminal history system,
telecommunications network, and Web portal.
- In
this project, MTG assisted a large state law enforcement agency in the identification of
functional and technical requirements for a new state criminal
history information system and statewide law enforcement case
management system. The requirements were then incorporated
into two purchasing documents.
- In this engagement MTG assisted a state with planning and designing a project to acquire and
implement common local criminal justice applications across the state. The scope
of our assistance included the definition of requirements for
jail management, law enforcement, and prosecution systems and a
review of the vendor market. The state has subsequently
implemented a common jail system and law enforcement records
management system in more than 60 agencies and is in the process of
contracting for a common prosecution system.
- MTG assisted a state correctional agency with a feasibility study and the development of
the requirements and procurement document for this new $30
million system. We identified and defined the detailed system
requirements and developed a data model for the new system as
part of the procurement. These work products were then
incorporated into an RFP that was issued by the
state using a two-phased procurement process.
- MTG assisted a county and city in the identification and definition of
detailed system requirements for an integrated law enforcement
system. The scope of this system included case reporting,
records management, jail management, and dispatch. We then
incorporated the requirements into an RFP that
was issued by the county and assisted in evaluating vendor
proposals based on our evaluation methodology.

- MTG assisted an eastern state child care division
in completing an Integrated Systems Needs Analysis, detailed
system requirements, and an RFP for system development.
The goal of this project was to develop an information system
that enhances the coordination and integration of services with
other child development and family support services.
Development of the needs analysis and requirements to meet the
goals for a new integrated child care services system involved
numerous activities, including facilitation of focus groups to
define system goals/requirements; evaluation of current state
infrastructure, data systems, and platforms; and creation of an
overall system architecture, including technical components,
security, functionality, and data. The project resulted
in the drafting of an RFP for system development.
- MTG completed a feasibility study for Infant and Toddler Early
Intervention Program (ITEIP) within the
Division of Developmental Disabilities for a state Department of
Social and Health Services. The goals of this project were
to assess the possibility of implementing an information system
for ITEIP that enhanced data sharing, communications, and
coordination throughout the program. The new system would
be required to improve case management, enhance the
cost-effectiveness of service delivery, track the effectiveness
(outcomes) associated with ITEIP participants, integrate
information with other data maintained by each participating
agency, improve data quality, and reduce data entry/operating
costs. The engagement resulted in a detailed RFP, and
subsequently a qualified vendor was selected to develop the
system. MTG provided ongoing architecture and quality
assurance services during development and implementation of the
system.
- MTG assessed the human resources
needs and requirements of a state legislative administration
division. In addition, we assisted the legislature with
defining specific requirements associated with its Human
Resource Information System (HRIS)
processes, identifying potential software packages
and vendors, and procuring a viable solution.
Specific activities performed included facilitation of interviews and
joint application design sessions to document specific
functional and data requirements for the HRIS, analysis of
business processes/systems and development of an “as is”
model, identification of required interfaces to other systems,
evaluation of available software packages/vendors, development
of an RFP and facilitation of proposal review, and facilitation
of vendor/product demonstrations. This assignment resulted in
the development of specific functional and data requirements for
a new HRIS, an analysis of the current HRIS vendor/product
community, and creation of an RFP intended to facilitate
selection of the most appropriate HRIS software package/vendor
for the state legislature
